St. Augustine, Florida~ advised
he had attended t e meeting the St. Augustine City Commission
and representatives of the National Association for the
Advancement of Colored People (NAACP) held at 1:30 PM on June
20, 1963. Approximately 25 white.arid 50 colored persons attended.
Of the five~ty Commissioners only Harry Gutterman and H. L.
McDaniel were present. ,io~;9~ ~t?!at Field_Secretary for the
NAACP ROber anders, Dr. Robert-~. ayling, and local
NAACP-Vice President ClydeA°enkins .epresented the Negroes.
The-mee-tlng--vas opened by ilcting Mayor Commissioner Harry
Gutterman who defined the terms of conduct and then opened
the floor for any speeches to be limited to 3 minutes. Jenkins
came forward to speak for the NAACP and advi$ed that they had
nothing to say but had come to hear what the Commission had
to say. Gutterman remarked that things had een on a
congenial level at the conclusion of the mee. ing on June 16,
1963. However, he accused the NAACP of acti gin bad faith
by issuing press releases stating they were ~ rming themselves
and would shoot first and ask questions late. He said that
as far as the city was concerned all of its facilities were
integrated and all racial signs bad been removed. He then
adjourned the meeting until June 28, 1963.
